pealed to the extent of such inconsistency; provided, however,
that nothing in this Act contained is intended to be -in conflict
or inconsistent with the provisions of House Bill No. 648 of
the 1943 Session, or any other State-wide Civilian Defense Act,
and wherever there may appear to be any such conflict or incon-
sistency, the provisions of said House Bill No. 648 or other
State-wide Civilian Defense Act shall prevail. Whenever any
clause, sentence or section of this Act shall be declared invalid,
the remaining sections or parts of said Act shall remain in
full force and effect.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
(3/5) of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to repeal and re-enact with amendments Section 586
of the Code of Public Local Laws of Montgomery County
(1939 Edition), title "Kensington Volunteer Fire Depart-
ment", relating to the tax rate in the fire area as described.
SECTION 1. Be it enacted by the General Assembly of Mart/-
land, That Section 586 of the Code of Public Local Laws of
Montgomery County (1939 Edition), title "Kensington Volun-
teer Fire Department", be and the same is hereby repealed and
re-enacted with amendments so as to read as follows:
586. For the purpose of providing funds with which to
maintain and operate a fire department within certain parts
of the Fourth and Thirteenth Election Districts of Montgom-
ery County, particularly designated and described, and lying
and being within the bounds, courses and distances, as follows,
to wit:
Beginning at the intersection of Rock Creek and the southern
boundary line of the corporate limits of the Town of Garrett
Park; thence following the center lines of Rock Creek in a
southerly direction to a point where Rock Creek is crossed by
