1796 LAWS OF MARYLAND. [CH. 1000

from June 1, 1943. All members shall serve without compen-
sation, but shall be allowed any reasonable expense incurred
in the performance of their duties under this Act. The Gov-
ernor shall designate the Chairman of the Council and the
Council itself shall select a Vice-Chairman and other officers.
The members of the Council shall be selected so as to repre-
sent all sections of the State, and shall include representation
from the State Roads Commission, the Automobile Club of
Maryland, the Women's Civic League of Maryland, the Fed-
erated Garden Clubs of Maryland, the petroleum industry,
the out-door advertising business, the State Planning Com-
mission, and the Commission on Post-War Reconstruction and
Development; the Association of County Commissioners of the
Eastern Shore and the Association of the County Commis-
sioners of the Western Shore.

SEC. 2. And be it further enacted, That it shall be the duty
of the Council:

(a) To study and investigate plans, means and methods (1)
to reduce the hazards to vehicles, property or persons on or
near main highways of the State arising from structures on
land near and along the highways, and from the design, loca-
tion and number of points of access to the highways; (2) to
reduce or prevent congestion and interference with traffic on
main highways arising from such structures, uses and plans
of access; (3) to maintain the traffic carrying capacity of
main highways of the State; (4) to preserve the value and
permanence of the investment of the State in its main high-
ways; and (5) to increase and preserve the attractiveness and
beauty of the main highways and surrounding areas of the
State, and their value and usefulness for the citizens of the
State, and for tourists.

(b) To correlate its findings and advise the Governor, the
Legislative Council, and the Legislature thereof, as well as of
its recommendations as to the most practical and feasible way
to accomplish the purposes, aims and results which the Coun-
cil is directed by this Act to bring about.

SEC. 3. And be It further enacted, That the Council may
request and receive from any department, board, bureau, com-
mission or agency of the State, or of any political sub-division
thereof, such expert and professional advice, assistance and
data as will enable it to properly carry out its activities and
effectuate its purposes hereunder, and such State department,
board, bureau, commission or agency is authorized and directed
to cooperate as far as may be practicable with the Council in
, the furtherance of its purposes and aims.
