or towns or special taxing areas in which the Commission may
determine that the building regulations and the enforcement
thereof are adequate and equally effective as are the regula-
tions passed by said Commission under the provisions hereof.
The Commission is hereby given full power and authority to
issue permits for the construction, repair, erection or remodel-
ing of all houses, buildings or other structures in the Maryland-
Washington Regional District and no person shall construct,
repair, erect or remodel any such structure without first obtain-
ing such a permit and paying therefor the fee prescribed by
the Commission in accordance with the authority hereinafter
set forth.

All rules and regulations adopted by the Commission under
the provisions of this Section and commonly called "The Build-
ing Code" shall be operative in, and operate upon, the Mary-
land-Washington Regional District as the same is or shall
hereafter be constituted so that if said District is extended
hereafter to include added territory, said Code shall be effective
therein.

II. The Commission is hereby directed and empowered to
appoint and employ two suitable persons as building inspectors,
who shall hold office at the pleasure of the Commission and
shall be paid annual salaries to be fixed by the Commission and
said Commission is hereby authorized, empowered and directed
to fix a schedule of fees or charges for the issuance of permits
for the construction, repair, erection or remodeling of houses
or buildings in the Maryland: Washington Regional District.
The Commission is further authorized and empowered to fix
a schedule of fees or charges for inspections and all other
services performed by said building inspectors pursuant to
the authority of this law. One of said inspectors shall be
appointed for that portion of the District in Prince George's
County and one shall be appointed for that portion in Mont-
gomery County. The building Inspectors appointed as afore-
said shall have the supervision of the construction of all build-
ings erected in the portions of said District for which each is
appointed and shall see that the rules and regulations of the
Commission relating to the construction of said buildings
shall be complied with; and shall perform such other duties
as may be prescribed by the Commission aforesaid not incon-
sistent with this Act, provided that any person or persons
violating any rules and regulations so promulgated by the
Commission under this Act shall be guilty of a misdemeanor
and upon conviction thereof in the Circuit Court or Police
Court of the county in which said violation shall occur, shall
