and employ necessary assistants to each building inspector,
one of which assistants to each such inspector shall possess
a comprehensive knowledge of electrical installation and re-
pairs and said assistants shall hold office at the pleasure of the
Commission and shall each be paid as compensation for his
services an annual salary to be fixed by the Commission, the
said assistants to be under the direction of the Building In-
spector to whom he is assigned and to perform such duties as
may be required in enforcing the Building Code. The Com-
mission is hereby authorized and empowered to appoint, em-
ploy, and fix the compensation of necessary clerks under the
direction of each Building Inspector who shall perform such
duties as each may direct. The Building Inspectors, their
assistants and said clerks shall give their full time to the per-
formance of their duties as such public officers. All expenses
for the performance by said building inspectors, their assistants
and clerks, of the duties herein imposed upon them shall be
payable primarily from the fees and other charges fixed and
collected by the Commission for the services of said Build-
ing Inspectors and for permits issued by said Commission in
the counties to which said inspectors are appointed, and to the
extent that the gross fees and charges collected by the Commis-
sion in each county respectively, in any fiscal year, shall prove
inadequate or insufficient to pay the expenses in such fiscal
year of such building inspector, his assistants and clerks, such
deficit so incurred shall be certified by the Commission to the
County Commissioners of the county for which such building
inspector shall be appointed and said County Commissioners,
upon receipt of such certification, shall, in the next tax levy,
include in the tax levied within that portion of the Maryland-
Washington Regional District lying within said county an
amount sufficient to provide funds to meet said deficit and,
upon collection, shall remit the proceeds of said tax to the
Commission.

JJ. It shall be the duty of each building inspector to visit
and inspect all theaters, hotels, restaurants, public halls,
churches, school houses and buildings used for public assem-
blages and all manufactories employing twenty-five or more
persons, now erected, or that may be hereafter erected, for
the purpose of ascertaining if said buildings have the proper
means of exits in case of fire or panic and if, on examination
he shall determine that said buildings as herein enumerated
have not the proper means of exit for the purposes prescribed
then it shall be the duty of such inspector to notify, in
writing, the said owners, trustees, or lessees of said buildings
as herein enumerated, to so improve the same as to provide the
proper means of exit in case of fire or panic as, in the judg-
