mendations to the Board of Public Works for the expenditure,
use and allocation of funds provided for in the State Budget,
or otherwise, for post-war construction.

SEC. 8. And be it further enacted, That the Commission is
authorized to expend, subject to the approval of the Board of
Public Works, such sums as may be appropriated in the Bud-
get, or as may otherwise be made available.

SEC. 9. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 982.
(House Bill 502)

AN ACT to repeal and re-enact, with amendments, Section 1
of Article 63* of the Annotated Code of Maryland (1939
Edition), title "Mechanics' Lien", clarifying said section so
as to include a lien for those furnishing repairs and improve-
ments made by sodding, seeding or planting shrubs, trees,
plants, flowers or nursery products of any kind or descrip-
tion, and those furnishing improvements by grading, filling
or landscaping.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1 of Article 63 of the Annotated Code of
Maryland (1939 Edition), title "Mechanics' Lien", be and it
is hereby repealed and re-enacted, with amendments, to read
as follows:

1. Every building erected and every building repaired, re-
built or improved to the extent of one-fourth its value in
Baltimore City and in any of the counties shall be subject to
a lien for the, payment of all debts contracted for work done
for or about the same, including the sodding, seeding or plant-
ing in or about the premises, of any shrubs, trees, plants,
flowers or nursery products of any kind or description and the
grading, filling and landscaping thereon, and in the counties
every such building shall also be subject to a lien for the
