power of the Mayor and Common Council of Riverdale to
amend or repeal any ordinance existing at the date of the
passage of this Act, or to enact and ordain any ordinance
which, at the date of the passage of this Act, or hereafter,
it may be authorized to enact and ordain.
865C. The Board of County Commissioners of Prince
George's County shall pay or cause to be paid annually to
the Mayor and Common Council of Riverdale three-fourths
(3/4ths) of the full amount of the road and bridge tax levied
and collected each fiscal year from property taxed for such
purposes within the limits of the corporation of the Mayor
and Common Council of Riverdale as enlarged by this Act.
Any portion of said three-fourths of said road and bridge
tax collected by said County Commissioners after the fiscal
year for which the same was levied, shall be accounted for
and paid over to the said Mayor and Common Council of
Riverdale from time to time, in the year in which the same
shall be collected.
Said road and bridge tax shall be refunded and paid for
the fiscal year 1944 and for each fiscal year thereafter, and
any special tax or appropriation now or hereafter made and
authorized to be expended for road purposes within incor-
porated towns shall be computed and paid over to the Mayor
and Common Council of Riverdale upon the basis of the limits
of the town of Riverdale as enlarged by this Act.
The money so received by the said Mayor and Common
Council shall be used by it for the repair and improvement
of the streets, avenues, roads and sidewalks within its corpo-
rate limits as enlarged by this Act.
865D. The new territory hereby annexed to said town by
this Act shall constitute and be known as the Sixth Ward
of the town of Riverdale. It shall be represented in the gov-
ernment of the town by one councilman to be elected at a
special election to be held in the annexed territory on the
first Monday in October, 1943, who, upon taking the oath of
office, shall become a member of the Common Council of
Riverdale as of January 1, 1944, to serve until the first Mon-
day in June, 1945; the said councilman so to be elected shall
have been a resident of the annexed territory for at least two
years prior to such election and shall have the other quali-
fications required of a councilman of the town of Riverdale.
At the regular election for town officers to be held on the first
Monday in May, 1945, and biennially thereafter, a council-
man from the Sixth Ward shall be elected who shall possess
the qualifications required of a councilman of the said town.
The councilman elected as in this section provided shall be a
member of the municipal corporation known as the Mayor
