referred to, be and they are hereby ratified and confirmed
by the General Assembly of Maryland.

SEC. (2. Be it further enacted, That the State Depart-
ment of Education may, in its discretion, waive the provi-
sions of Section 156 of Article 77 of the Annotated Code
of Maryland, 1939 Edition, pertaining to the holding of
teachers' institutes and relating to the requirement as to

the attendance of teachers at summer schools.

SEC. 3. And be it further enacted, That this Act shall
be effective only during the period of the present war and
six months thereafter.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two houses
of the General Assembly, the same shall take effect from
the date of its passage.

(Senate Bill 591)

AN ACT to repeal Sections 118 to 167, inclusive, of Article
20 of the Code of Public Local Laws of Maryland (1930
Edition), title "Somerset County, " sub-title "Drainage, "
relating to drainage generally in Somerset County.

WHEREAS, there is a State-wide Drainage law, thereby
making the Somerset County law unnecessary; therefore

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 118 to 167, inclusive, of Article 20 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Somerset County, " sub-title "Drainage, " be and they
are hereby repealed.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.
