SECTION 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Somerset County be
and they are hereby authorized and directed to levy and
pay the sum of Two Hundred Thirty Dollars and Eighty-
five Cents ($230. 85) to W. W. Porter, for certain road work
which was done by said W. W. Porter and for which pay-
ment has not been made.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

AN ACT relating to the ratification of certain regulations
and by-laws of the State Department of Education here-
tofore adopted to alleviate the shortage of teachers aris-
ing by reason of the present emergency and providing
for certain war emergency powers in the State Depart-
ment of Education.
WHEREAS, because of the present war there has arisen
a great shortage of teachers in this State available to the
public schools of Maryland; and
WHEREAS, the State Department of Education, in order
to alleviate such shortage did informally, prior to October
22, 1942, and formally on October 22, 1942, acting under
its general authority to enact regulations and by-laws hav-
ing the force of law with respect to educational matters,
authorize the issuance of War Emergency Teachers' Cer-
tificates to persons found to be qualified for teaching in the
public schools of this State, and further authorized the
employment of persons to whom such certificates might be
issued; and
WHEREAS, the General Assembly of Maryland, Senate
Bill No. 97, Chapter 79, did authorize the issuance of such
emergency certificates; now, therefore,
SECTION 1. Be it enacted by the General Assembly of Maryland,
That all employments of teachers in the public schools of
this State under the authority of the formal and informal
action of the State Department of Education heretofore
