any other provision of this Article, amendments or addi-
tions thereto enacted by the General Assembly of Mary-
land at the General Session of 1943 or thereafter to the
contrary notwithstanding. Provided, however, that this
section shall apply to the first, second, third, fourth, fifth,
seventh, and eighth districts of Anne Arundel County only.
SEC. 4*. And be it further enacted, That the provisions
of this Act shall not be deemed to be repealed by any Act
either Public General or Public Local hereafter passed, or
passed at the General Assembly of 1943 unless expressly
referred to and expressly repealed in terms.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
