be vested with and possessed of the powers and duties speci-
fied in this sub-title, and also all powers necessary and
proper to enable it to carry out fully and effectually all the
purposes of this sub-title.

48. No person shall drive a taxicab within the Town of
Aberdeen without first having obtained a taxicab driver's
license from the Taxicab Bureau. Each applicant for a
driver's license must:

(a) Be of the age of 18 years or over and a citizen of the
United States or a declarant.

(b) Be of sound physique, with good eyesight and not
subject to epilepsy, vertigo, heart trouble, or any other
infirmity of body or mind which might render the applicant
unfit for the safe operation of a taxicab.

(e) Be able to speak, read and write the English lan-
guage.

(d) Not be addicted to the use of drugs or intoxicating
liquors.

(e). Hold a Maryland State Chauffeur's License and have
resided in Maryland for one month prior to making appli-
cation.

49. Application for taxicab driver's license must be filed
at the Taxicab Bureau which shall be located in the office
of the Commissioners, and must be accompanied by the
required license fee. Such application shall be on a form
provided by the Taxicab Bureau and must be sworn to be-
fore a Notary Public and contain the following information
concerning the applicant: a statement giving full name,
residence, places of residence for five years previous to
present address, age, color, height, color of eyes and hair,
place of birth, length of time applicant has resided in Mary-
land, whether a citizen of the United States, places of pre-
vious employment, whether married or single and whether
ever convicted of a felony.

50. Each applicant for a driver's license must file with
the application two recent photographs, of a size which may
be easily attached to the license, one of which shall be at-
tached to the license when issued, the other shall be filed
with the application in the Taxicab Bureau.

51. Upon satisfactory fulfillment of the requirements
of this sub-title, there shall be issued to the applicant a
