in, over or under the public roads, streets or alleys of the
area served by the sewerage and/or water system and sew-
age and/or water plants that block or impede the progress
of the Commissioners in constructing their sewerage and/or
water system -and sewage disposal and/or water plants
shall, upon reasonable notice from said Commissioners,
promptly shift, adjust, move, remove and/or re-locate same
so as to fully meet the exigencies of the occasion.

44. The Commissioners and any employee or agent of
said Commissioners shall have the right of entry at all
reasonable hours, upon any private premises and into any
building within their jurisdiction, while in the performance
of their official duties; and any restraint or hindrance of-
fered to such entry, by an owner or tenant or agent of said
owner or tenant shall be a misdemeanor, punishable as
hereinafter provided.

45. Every act or omission designated a misdemeanor in
this Charter shall be prosecuted before a Justice of the
Peace or by indictment; and upon conviction, the offender
shall be subject to a fine not exceeding One Hundred Dollars
($100. 00) or thirty (30) days in the county jail, or both,
in the discretion of the Court or Justice of the Peace.
Where such act or omission is of a continuing nature and is
persisted in, in violation of the provisions of this Charter
or any rule or regulation formulated thereunder, a convic-
tion for one offense shall not be a bar to a conviction for a
continuation of such offense, subsequent to the first or any
succeeding conviction.

46. The Commissioners of Aberdeen are hereby declared
to be entitled and are hereby vested with all the property
and rights of every nature whatsoever now belonging to the
"Commissioners of Aberdeen" and 'all officers of the Town
in office at the date of the enactment of this Charter shall
hold office until their successors are elected or appointed
and qualified as herein provided. All ordinances, regula-
tions and resolutions now in 'force and not inconsistent with
the provisions of this Charter shall remain in force until
ordered repealed by competent authority. No provisions
of this Charter shall affect any rights, liens or liabilities
subsisting at the date of its enactment.

TAXICAB BUREAU

47. In addition to their other duties the duly elected
members of the Commissioners of Aberdeen are hereby
created and established a "Taxicab Bureau", which shall
