14. The Commissioners shall have power to pass all
ordinances necessary for the good government of the Town;
to prevent, remove, and abate or cause to be removed or
abated, all nuisances or obstructions in or upon the streets,
sidewalks, highways, alleys, drains, sewers or water
courses, or in or upon lot or lots adjacent thereto; to pro-
vide for imposing a fine or fines upon a person or persons
causing, creating or maintaining any such nuisances or
obstructions; to remove, or cause to be removed, houses
or other obstructions or objects that may be dangerous to
property, health or safety of persons living therein or
passing along or over the highways of the Town, or resid-
ing in the neighborhood thereof; to make regulations in
regard to buildings and signs, or other structures to be
erected in said Town, and to grant building permits for
the same; to establish the grades of the streets, gutters
and sidewalks of said Town, fix the width thereof and pre-
scribe the material of which they shall be constructed; to
cause the sidewalks along the public streets to be graded,
paved, repaved or improved and may assess the cost and
expense or any part thereof to the owners of the abutting
property; to cause all unsightly or unsanitary objects or
materials whatsoever, whether vegetable, animal or min-
eral, to be removed from any property within the limits
of the Town of Aberdeen and the judgment of the Commis-
sioners shall be final as to whether or not such objects are
objectionable, unsightly or unsanitary. The costs of such
removal, in case the work is done by order of the Commis-
sioners, shall be a lien on such property and recoverable
by action of law, or in the manner provided by law for
the collection of delinquent general taxes of the Town, and
to that end have such cost added to the next annual tax bill
of the owner of such property; to compel, by fines or other-
wise, the owners of properties abutting on any street, road
or alley in said Town to grade, pave or repave the sidewalks,
or set curbs in front thereof, agreeable to ordinances which
have or may hereafter be passed; to cause drains and sew-
ers to be laid, paved, kept in repair and cleaned; to pur-
chase, lease, accept or receive such real and personal prop-
erty as may be necessary or proper for municipal pur-
poses, and to control, dispose of and convey the same for
the benefit of the Town; to erect and maintain or rent such
buildings for municipal purposes as they may deem neces-
sary and proper; to construct and maintain public works
for supplying the Town with artificial light, water or other
purposes which they may deem necessary, proper and bene-
ficial for said Town; to cause the public streets and public
buildings to be lighted, supplied with water or other con-
veniences, as they may deem necessary and proper; to
