polls close the Judges shall tally the votes cast and on the
first Tuesday following said election shall make returns of
said election under the hands and seals of a majority of
them to the then Commissioners of Aberdeen. Said Judges
of election shall have access to the tax books of Aberdeen
for the purpose of determining the qualifications of any
voter whose right to vote is disputed. The Commissioners
who shall have been elected shall as soon as possible after
the election take the following oath or affirmation before
a Justice of the Peace of the State of Maryland: "I...................

make oath (of affirmation) on the Holy Evangely of Al-
mighty God, that I will faithfully and impartially discharge
the duties of Commissioner of Aberdeen, to best of my
ability, so help me God"; and each of the Commissioners-
elect shall sign his or her name below the signature of the
Justice of the Peace, all of which shall be filed among the
minutes of the Commissioners of Aberdeen and by taking
the oath or making the affirmation and signing same said
Commissioners shall be deemed to have qualified for the
office of Commissioner of Aberdeen.

5. At the first meeting held by the Commissioners of
Aberdeen following their election they shall elect one of
their number to be President of the Board, and the Com-
missioners shall annually appoint a Clerk and Treasurer
(who may be the same person), a Superintendent of Public
Works, a Chief of Police and such other police officers as
the Commissioners may deem necessary, and provided that
the present Clerk and Treasurer shall hold office until the
first meeting of the Commissioners who shall be elected
on the first Saturday in May, 1944.

6. The Clerk shall keep minutes of the proceedings of
the Commissioners and shall preserve the same in a good
and substantial manner and such records shall be open to
the inspection of all persons interested therein. He shall
also be custodian of the records of the town.

7. The Treasurer shall receive and collect all general
and special taxes and all other monies whatsoever due the
town and shall disburse the same as directed and author-
ized by the Commissioners; he shall submit a detailed
monthly and annual report of all monies received and
disbursed.

8. The Superintendent of Public Works, under the di-
rection of the Commissioners, shall have direct charge of
all public works of the town; he shall be custodian of the
general property of the town, including the streets, roads,
