such election. The Commissioners so elected shall hold
office for two (2) years or until their successors are elected
and qualified; provided that the present Commissioners
elected on the first Saturday of May, 1942, shall hold office
until the first Saturday of May, 1944, or until their succes-
sors are duly elected and qualified.

A majority of the Commissioners shall constitute a
quorum to transact business, and a majority shall always
govern; and in case of vacancy in the Board of Commission-
ers during its term of office the remaining Commissioners
shall have power to fill the vacancy until the next regular
Town Election for Town Commissioners.

The Commissioners so elected shall meet at some con-
venient place in the Town of Aberdeen at least once a
month or as often as is necessary to properly discharge
the duties of their office.

4. The said Commissioners shall provide for the holding
of elections for Commissioners or for any other purpose
which they may deem necessary under the provisions of the
Charter and in so doing they shall give at least two weeks
notice of the time and place of said election by publication
in a Newspaper published in said Town, and for the pur-
pose of conducting said election they shall appoint three
Judges who shall conduct the said election. The Treas-
urer of the Town of Aberdeen shall, at least ten (10) days
before such election provide said Judges with a list of those
entitled to vote under the provisions of the preceding
Section of this Charter. The ballots for said election shall
be printed and shall contain the names of all those who
have filed in writing with the Town Clerk at least ten (10)
days before said election their intention to run for the
office of Commissioner of Aberdeen. The names of all such
persons who have expressed their intention in writing to
the Clerk, as aforesaid, shall be placed on a printed ballot
with a notice at the top thereof as follows:

"Candidates for Commissioners of Aberdeen—Vote for
Five", and a box after the name of each candidate to permit
the voter to make an "X" after the names of those he
wishes to vote for. The ballot shall also contain five (5)
blank spaces and five (5) boxes opposite such spaces to
permit the voter to write in the names of anyone he wishes
to vote for other than those appearing on the ballot.
The polls shall be opened for the election of Commissioners
on the first Saturday of May in 1944 and the first Saturday
in May every two (2) years thereafter from 12 Noon until
6 P. M. for the purpose of permitting the qualified citizens
of the Town of Aberdeen to vote for candidates for Town
Commissioners in the manner above specified. After the
