be called for extra duty in case of an emergency, he shall
receive no extra compensation therefor.
It shall be the duty of the Commissioner of Police and
Fire of Cumberland to estimate annually the sum of money
necessary for the salaries as herein prescribed, and he shall
certify the same to the Mayor and City Council, who are
hereby required to levy such amount which shall be placed
in a special fund for the members of the Police Department
and shall not be used for any other purpose.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

AN ACT to add a new section to Article 41 of the Anno-
tated Code of Maryland (1939 Edition), title "Governor-
Executive and Administrative Departments", sub-title
"General Provisions", said new section to be known as
Section 7-A and to follow immediately after Section 7
of said Article, relating to the filing and validity of cer-
tain rules and regulations, made, issued, promulgated or
adopted by certain branches of the State Government.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new Section be, and it is hereby added
to Article 41 of the Annotated Code of Maryland (1939
Edition), title "Governor—Executive and Administrative
Departments", sub-title "General Provisions", said new
section to be known as Section 7-A, to follow immediately
after Section 7 of said Article, and to read as follows:
7-A. Every officer, department, board, commission, bu-
reau and similar agency of the State Government other
than those within the Legislative and Judiciary Depart-
ments who has power to make, promulgate, adopt or en-
force rules or regulations shall file copies thereof with the
Clerk of the Court of Appeals and with the Department
of Legislative Reference. No rule or regulation hereafter
made, promulgated or adopted shall be effective until after
compliance with this section. Any rule or regulation, filed
as required by this section, shall be admissible as evidence
in any court proceeding, upon certification by the Clerk of
