SEC. 2. And be it further enacted, That any and all deeds,
mortgages, releases, bonds of conveyance, bills of sale, chattel
mortgages and all other conveyances of real and personal prop-
erty and of any interest therein and all agreements relating
thereto and all other instruments of any kind, which require
acknowledgment under the law of this State and which have
been acknowledged prior to the effective date of this Act sub-
stantially in the manner herein provided, shall be, and are
hereby made, valid to all intents and purposes as if the same
had been acknowledged after the effective date hereof, pro-
vided the same are in all other respects in conformity with
law and provided further that nothing in this Act shall affect
the interest of any bona fide purchaser or creditor without
notice who may have become such prior to the effective date
hereof.

SEC. 3. And be it further enacted, That any and all laws,
inconsistent with the provisions of this Act, be, and the same
are hereby, repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its.
passage.

CHAPTER 147.
(House Bill 180)

AN ACT to add a new section to Article 52 of the Annotated
Code of Maryland (1939 Edition), title "Justices of the
Peace", sub-title "Magistrates for Juvenile Causes", said
new section to be known as Section 83A, and to follow im-
mediately after Section 83 of said Article, relating to the
compensation of the magistrate for juvenile causes in Mont-
gomery County and the appointment of the clerks, probation
officers and stenographers of said magistrate.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
52 of the Annotated Code of Maryland (1939 Edition)^ title
"Justices of the Peace", sub-title "Magistrates for Juvenile
