51. From and 'after the effective date of this Act, Rose-
wood State Training School, a corporation duly incorpo-
rated by the Act of 1888, Chapter 183, shall be operated,
subject to the limitations of Section 2. 0A of this Article,,
under the management of the Board of Visitors in office on
said date, but no vacancies in said Board shall be filled
until the membership is reduced to seven. Thereafter, the
Board shall consist of seven members to be appointed bien-
nially by the Governor for staggered terms of six years so
arranged that the terms of at least two members shall
expire on June 1st of every second year. The Board shall
elect one of its members to serve as Chairman. Any mem-
ber of the Board, as now or hereafter constituted, may be
dropped in the discretion of the Board after failure to
attend six successive Board meetings. Any vacancy, for
whatever cause shall be filled by the Governor for the bal-
ance of the unexpired term. No member of the Board, nor
any of its employees shall be directly or indirectly in-
terested in any contract for building, repairing, equipping,
or furnishing material or supplies of any kind to, or be
financially interested in any contract with, said institution.
The members of the Board shall receive no salary for their
services, but shall be paid for necessary expenses incident
to the performance of their duties. The Superintendent
and all other employees shall continue in their employment
under the provisions of Article 64A of the Code, despite
the passage of this Act.

52. From and after the effective date of this Act, all
commitments to Rosewood State Training School shall be
through and with the consent of the Board of Mental
Hygiene, and shall be in conformity with the provisions
of Section 34 of this Article, so far that the same may be
applicable.

SEC. 7. And be it further enacted, Thai a new section
be and the same is hereby added to Article 78A of the
Annotated Code of 'Maryland (1939 Edition), title "Public
Works—Board of", said new section to be known as Sec-
tion 8A, to follow immediately after Section 8 of said
Article, and to read as follows:

8A. The Board of Public Works is hereby authorized
and empowered, as soon as conditions permit, and to the
extent that funds may be set aside for the purpose in a
capital account in the Budget, to proceed with the acqui-
sition of appropriate sites, and the construction and equip-
ment of the following institutions: (a) a new training
school for non-defective, colored juvenile delinquents, under
