425C, 425D, 425E and 425F, providing for beer and wine
license fees; the duties of licensees, the duties of the
Liquor Control Board, the powers of the said Board,
and providing for appeals to the Circuit Court for Har-
ford County by any licensee from rulings of said Board.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 421F and 421-1 of Article 13 of
the Public Local Laws of Maryland, being designated as
Sections 422 and 425 of Higinbothom's Code of Public
Local Laws of Harford County, title "Harford County",
sub-title "Liquors and Intoxicating Drinks", be and the
same are hereby repealed.
SEC. 2. And be it further enacted, That four new Sec-
tions are hereby added to the Code of Public Local Laws
of Maryland, title "Harford County", under sub-title
"Liquors and Intoxicating Drinks", to be known as Sec-
tions 422 and 425, 425A, 425B, 425C, 425D, 425E and 425K
and to read as follows:
422. All applicants for "on-sale" licenses shall pay the
said Liquor Control Board a license fee of One hundred and
fifty Dollars ($150) per annum, the same to be paid before
the license is issued; "Off sale" license fees shall be Forty
Dollars ($40) per annum, payable in like manner. Each
kind of license shall expire on April 30th of each year,
unless sooner revoked by the Board; provided, however,
that licenses for portions of a year may in the discretion
of said Board be sold to bona fide seasonal clubs.
425. It shall be the duty of all holders of "On sale"
licenses to keep complete and accurate books of account
of their receipts and expenditures in such form as may be
prescribed by the Liquor Control Board, showing in detail
the daily receipts from the sales authorized under the pro-
visions of Section 420 and 423, and also from the sale of
alcoholic beverages, and said licensees shall also procure
vouchers or purchase slips for all alcoholic beverages, food
or other commodities and items bought and permitted to
be sold under the provisions of Sections 420 and 423, which
said books, accounts and records shall be open at all times
to inspection by the said Board or any officer or inspector
appointed by the said Liquor Control Board for that
purpose.
425-A. It shall be the duty of the said Board to make
or have frequent inspections made of the premises of all
licensees; and, if it is found that any such licensee is vio-
