SEC. 3. And be it further enacted, That, after the plans
submitted by the said County Commissioners and the Board
of Education for Garrett County shall have been approved
by the State Superintendent of Schools, the said Board of
Education shall invite sealed proposals by advertisement,
to be inserted in such newspapers as it shall deem proper,
for the construction and completion of said work, which
bids shall be in sealed envelopes which shall be publicly
opened on the day and hour named in said advertisement.
Said bids or proposals shall set forth the amount of money
for which the parties proposing will construct and com-
plete the building, including heating apparatus, electrical
wiring and other equipment according to the specifications,
and the time or times at which payments thereof shall be
made, and the time when said buildings shall be com-
pleted. The said Board of Education shall award the con-
tract to the lowest responsible bidder, giving satisfactory
bond to the State of Maryland, in such penalty as said
Board shall determine, conditioned for the faithful per-
formance of the contract entered into and which said bond
shall be liable to suit by the Board of Education or the
County Commissioners of Garrett County for the viola-
tion of any of its conditions, but the said Board shall have
the right to reject any and all bids.

SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1943.

CHAPTER 748.
(Senate Bill 427)

AN ACT to add a new section to the Code of Public Local Laws
of Montgomery County (1939 Edition), being Article 16 of
the Code of Public Local Laws of Maryland, title "Mont-
gomery County",, sub-title "County Commissioners and Treas-
urer", said new section to be known as Section 189A and
to follow immediately after Section 189 of said Article,
authorizing the County Commissioners of Montgomery Coun-
ty by a resolution or ordinance to provide for the location,
maintenance and regulation of fish ponds and swimming
pools in said County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Code
