and issue therefor interest bearing negotiable certificates
of indebtedness to be designated "Sidewalk and Seawall
Certificates" to pay for the cost of the repair or improve-
ment of sidewalks and/or seawalls, said certificates to be
issued in an amount not greater than the cost of such side-
walks to be repaired or constructed and/or seawall repairs,
and the maturity thereof to be at such time as the Council
may prescribe.

The Council shall have general power and control over
the streets, alleys, lanes and sidewalks in said town; may
open and close the same and establish the width and grade
thereof; straighten, widen, improve, pave and repair the
same; construct causeways and bridges; set out shade
trees; and in its discretion trim trees, vines and shrubbery
which obstruct or interfere with the free passage of per-
sons along said streets or sidewalks, and may remove any
obstruction therefrom, or may require, by ordinance, the
property owners to trim trees, vines or shrubbery obstruct-
ing the same, or to remove any obstructions thereon.

It may prohibit by ordinance the parking of vehicles
along such streets or parts of streets as may seem to it
advisable, and it may establish stands for taxi-cabs and
prohibit the same from parking any other place when such
stands have been established.

59. All fines, penalties and/or forfeitures imposed by
this sub-title or any ordinance of the Council may be col-
lected in the name of Chesapeake Beach before a Trial
Magistrate of Calvert County, and such officers are hereby
given jurisdiction to try, hear and determine all offenses
and acts committed in disregard or in violation of the ordi-
nances of the Council, and any person failing to pay the
fine imposed upon him for such violation may be committed
to the Town Jail or to the County Jail until the same be
paid.

60. The Council, acting through the Mayor, shall have
the power at any time to suspend, remit or release the said
fine, penalties or forfeitures and costs, or any part thereof
at discretion.

61. The Council may provide by ordinance for the issu-
ance by the Trial Magistrate of search warrants when such
Magistrate shall be satisfied by affidavit or otherwise that
ordinance of the Council or law of this State shall have
been violated by the person or on the premises to be
searched.

62. Any party subjected to a fine, penalty or forfeiture
by virtue of any of the provisions of this sub-title, or any
