purposes, between Fishing Creek and 17th Street, and to
fix such charges and regulations for the use thereof as said
company may deem proper.
58. The Council on the written request of a majority
of the land owners on any block of any street in Chesa-
peake Beach desiring to have the same improved, or on its
own volition, whenever it may deem the same may De
necessary and advisable, shall have the power and is hereby
authorized to construct, repair or improve the streets and
sidewalks of the town with cement, brick, gravel or other
permanent material, putting in guttering or curbing and
providing driveways where the same may be needed and
otherwise arranging for proper drainage along said street.
At the time of such construction or repair the Council
shall establish a grade for such streets in accordance with
a uniform system; and that whenever any nuisance danger-
ous to the health shall exist in any street or alley of the said
town, and it shall be found necessary, in order to remove
the same to have such street or alley paved, they may order
the same paved, and assess one-half of the amount expended
in paving the same, and the expenses of collection, upon the
property fronting thereon, in proportion to the frontage of
said property, or may collect the same by suit against the
owner, and the cost of such pavement, and the collection
thereof, shall become a lien upon the property chargeable
therewith. The Council shall have general power and
control over seawalls constructed in said town, shall have
power and is hereby authorized to make all necessary re-
pairs to same. One-half of the cost of construction or re-
pairing the sidewalks and repairing seawalls may be
charged to the said land owner, or land owners, along the
said street in front of whose property such sidewalk is laid
and whose property is protected by such seawall and the
same shall be a lien on the said land of said owner or owners
and collectible as taxes are collected.
One-half the cost of repairing said seawall and one-half
the cost of construction or repairing the sidewalks may
be charged in whole or in part to the said land owner, or
land owners, along the said street in front of whose prop-
erty such sidewalk is laid and whose property is protected
by such seawall, and the same shall be a lien on
the said land of said owner or owners and collectible as
taxes are collected.
The time of payment of such cost may be extended by
the Council over a period of years not exceeding ten in the
discretion of the Council.
The Council is authorized from time to time, when need-
ed, to borrow money on the faith and credit of the town
