Council shall in general have full power to pass such ordi-
nances, resolutions, or regulations as may generally pro-
mote the public health, safety, welfare and morals of the
town.

53. The Council shall have the power to pass ordinances
regulating the limits within which it shall be lawful to
erect steps, porticos, bow-windows or other architectural
ornaments to houses fronting on any part of said streets;
to regulate party walls and partition fences; to regulate
in what part of said town buildings of wood may not be
erected; to regulate the manner in which public halls,
churches, school-houses or places of amusement shall be
constructed, and to fix the penalty for violation thereof.

54. The said Council shall have the power to license
and regulate all hackney coaches, carriages, carts, drays,
' omnibuses, wagons and other vehicles kept for hire or
hired in said town, and to license and regulate the employ-
ment of all hackmen, draymen, wagoners, carters, porters,
boatmen and watermen, plying for hire within the limits
of said town, and to fix the rate of compensation for hack-
ney carriages, and to fix the penalties for the violation of
such regulations; to regulate the location and conduct of
livery stables, and to enact ordinances respecting the keep-
ing and boarding of horses thereat, not inconsistent with
the laws of this State.

55. The Council shall have the power to establish regu-
lations for the prevention and extinguishment of fires; to
appoint firemen, and organize and equip fire companies,
and to fix the penalties for the violation of any fire regula-
tion, and to fix the compensation of firemen.

56. The said Council may grant unto and there is here-
by conferred upon the Chesapeake Beach Railway Com-
pany the right to establish or cause to be established such
reservoirs, dams, tanks and other means of storing water
as may be necessary to supply said town with water, and
to lay mains, pipes and such other conduits as may be re-
quired in constructing the same, and regulate the charge
for water as furnished.

57. The Council shall have full powers to grant unto
the Chesapeake Beach Railway Company the right to con-
struct or cause to be constructed such piers, docks, wharves,
breakwaters, dykes and other improvements as it may
from time to time deem necessary or convenient for the
accommodation of the public for amusement or business
