4. Maintain adequate growing stock after partial cut-
ting or selective logging. The rules of the Commission of
State Forests and Parks, defining standards of forest prac-
tice to obtain and maintain adequate growing stock in the
, different forest types, shall vary in the different forest
types of the State.
5. Provide for leases and timber cutting rights. This
sub-title and all rules and regulations promulgated here-
under shall apply to the owners of the land or stumpage,
and to persons whose operations are in timber, trees, or
wood held under lease, or cutting rights at the time of
passage of this Act, provided that in its administration due
consideration shall be given to the ownership equities exist-
ing when this law becomes effective in order to avoid caus-
ing unreasonable hardship, but any such leases or cutting
rights entered into after the passage of this Act shall be
unreservedly subject thereto. Any owner or operator on his
own forest property or property leased to him, may de-
velop and inaugurate his own alternate plan of manage-
ment and employ such standards and methods as may suf-
fice to accomplish the purpose of this sub-title, as specified
ill paragraphs 2, 3 and 4 of this Section, provided such
plans be submitted on forms provided by the Commission
of State Forests and Parks to the District Forestry Board
having jurisdiction of such forestry property, and is ac-
cepted by such District Forestry Board as a plan which
gives reasonable assurance of accomplishing the purposes
of this sub-title. In arriving at such decision the District
Foresti^y Board shall give consideration, among other fac-
tors, to the economic condition of the area in which the
land is situated, the valuation and rates for tax purposes
and the social and economic effects of the proposed alter-
nate plan. Appeals from the decision of the District For-
estry Board may be taken to the Commission of State
Forests and Parks and from the latter to the Circuit Court
of a County or the Baltimore City Court, as provided in
Section 55 of this sub-title. A land owner may present
working plans for the cutting and management of his forest
to the local Board for approval. These management plans
shall be in a form and for a period prescribed by the Com-
mission of State Forests and Parks. Free advice and assist-
ance of the Commission of State Forests and Parks shall
be available to forest owners so far as possible.
6. Make application for inspection.
A. Within three years, but in no event less than thirty
days preceding a cutting, the owner of woodlands, herein-
before defined, or his agent, may make application to the
