7. To assist forest land owners in the formation and
execution of soil conservation practices.
8. To keep accurate records of all forest management
plans.
9. To assist in the management of community or mu-
nicipality owned forests.
10. To assist the assessors in the appraisal of wood-
lands.
11. To advise and assist in the planting of food bearing
trees and shrubs for the benefit of wild life.
61. Each person to whom this sub-title applies engaged
in a forest products business may, from and after January
1, 1944, be required to have a license issued by the Com-
mission of State Forests and Parks. A license shall be
secured from the Commission covering every existing plant.
Before any sawmill or other plant may be erected for the
manufacture of lumber or other forest products, when the
location of any manufacturing plant is changed, the new
location shall be reported to the Department prior to the
change of location. All existing sawmills or plants for the,
manufacture of forest products, shall be registered and a
license secured from the Commission on or before January
first, one thousand nine hundred and forty-four.
Each person to whom this sub-title applies shall:
1. Leave conditions favorable for regrowth. All forest
lands on which cuttings are made 'after the passage of this
Act shall be left by the operator in a favorable condition
for regrowth, with the object of maintaining sufficient
growing stock to supply raw materials for industry and
to furnish employment for the forest communities continu-
ously, if possible, or without long interruption.
2. Leave young growth. As far as is practicable all
desirable seedlings and saplings shall be protected during
logging operations. Except as is unavoidable in logging,
immature trees shall not be cut for any purpose except to
improve the spacing, quality and composition or conditions
for restocking, or to obtain timber or wood for home use.
3. Arrange for restocking land after cutting. It shall
be the standard practice to leave trees of desirable species
of suitable size singly, or in groups, well distributed and
in such number as to secure restocking. Clear cutting may
be carried on when approved by the District Board.
