1230 LAWS OF MARYLAND. [CH. 722

Commission of State Forests and Parks and shall make an
(annual report of its proceedings and actions to the Com-
mission of State Forests and Parks. The District Board
may promulgate safeguards for proper forest land use,
such as;

A. Providing for adequate restocking, after cutting,
with trees of desirable species and condition.

B. Providing for reserving for growth and subsequent
cutting, a sufficient growing stock of thrifty trees of desir-
able species to keep the land reasonably productive.

C. Preventing clear-cutting, or limiting the size of a
tract to be clear-cut in areas where clear-cutting will seri-
ously interfere with protection of a watershed, or in order
to maintain a suitable growing stock to insure natural re-
production, provided, however, that any such rules of forest
practice shall establish 'a procedure by which any operator
of forest land may secure a permit to clear-cut particular
lands upon proof—

(a) That he has a bonafide intention of devoting the
land to other than forest use;

(b) That the lands are appropriate for the proposed
Use;

(e) That devoting the lands to such new use will not
seriously interfere with the protection of the water shed.

60. (Duties of the County or District Forester. ) It
shall be the duty of the District Forester, under the direc-
tion of the State Forester:

1. To make plans for the management and reforesta-
tion of forest, woodlot, and tree crop orchards.

2. To assist the landowners of the district in marketing
their forest products.

3. To hold meetings of the county or local forest fire
wardens, lookouts, guards, fire fighters and others to in-
struct them in the methods of forest fire prevention and
extinction.

4. To enlist the co-operation of land owners in the pro-
tection of their forests from fire, insects and disease.

5. To make an annual written report of his activities
to the State Forester.

6. To assist the State Extension Forester in carrying
out the Farm Forestry Extension Program.
