State Forests and Parks.

9. Such District Forestry Boards may employ such per-
sonnel, in addition to the District Forester, as the Commis-
sion of State Forests and Parks may approve.

59. (Powers of County or District Forestry Boards. )
A District Forestry Board or its agent shall have the
power:

1. To enter upon any woodland in the county or district
in the performance of its duty.

2. To hold meetings and demonstrations in regard to
the conservation of our natural resources.

3. To enter into agreements with landowners within its
county or district for a specified period of years.

4. To co-operate with other agencies of government,
municipal, state, or federal, to achieve better forest growth
and to promulgate conservation measures.

5. To develop comprehensive forest management plans
for the conservation of soil resources and for the control
and prevention of soil erosion within the county or district.

6. To enforce any and all rules and regulations made
by the Commission of State Forests and Parks, under the
provisions of this sub-title, or otherwise entrusted to them
by law. Each local Board shall suggest tentative rules
of forest practice aimed to accomplish the objectives set
forth in this sub-title and to carry out the policies estab-
lished by the Commission of State Forests and Parks.
Such tentative rules shall be published by the local Boards
in one or more newspapers having a wide circulation in the
area covered by the Boards, together with a notice of a
public hearing upon the same. The local Board shall hold
a public hearing and thereafter may modify its rules in the
light of recommendations made thereat. So far >as is con-
sistent with the purposes of the sub-title such modified
rules shall then be presented to the Commission of State
Forests and Parks, and, if approved by it, shall have the
force of law. A local Board shall, subject to the general^
jurisdiction and regulations of the Commission of State
Forests and Parks, perform all acts reasonably necessary
to attain the objectives, of this sub-title. It may summon
witnesses for hearings on the infraction of its rules and
may cause prosecutions for violations of its rules. It shall
forward copies of all its proceedings and rulings to the
