fifteen hundred dollars ($1, 500. 00) each, in lieu in each case
of all criminal costs and fees, and the County Commis-
sioners of Allegany County may increase the com-
pensation of said constables or appoint additional con-
stables at large for trial magistrates in said County and
provide for the compensation of such constables either by
the fees prescribed by law or by such annual salary in lieu
of fees, as the County Commissioners, in their discretion,
may determine; provided, however, that the provisions of
this Section shall not apply to the counties of Frederick,
Carroll, Montgomery, Wicomico, Prince George's, Harford,
Cecil and Calvert, and in Anne Arundel the County Com-
missioners may appoint two constables at salaries of not
more than Six Hundred Dollars ($600. 00) per year.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

CHAPTER 720.
(Senate Bill 285)

AN ACT to repeal and re-enact, with amendments, Section
148 of Article 89B of the Annotated Code of Maryland
(1939 Edition), title "State Roads, " sub-title "Convict
Labor, " as said Section was amended by Chapter 867 of
the Acts of 1941, providing for the use of prisoners as-
signed to camps in Queen Anne's County and other Coun-
ties in harvesting of crops from August 1st to November
30th each year and extending the period of employment
of prison labor on road-work.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 148 of Article 89B of the Anno-
tated Code of Maryland (1939 Edition), title "State
Roads, " sub-title "Convict Labor, " as said Section was
amended by Chapter 867 of the Acts of 1941, be and it is
hereby repealed and re-enacted, with amendments, to read
as follows:

148. (Convict Labor. ) The State Roads Commission!
is authorized and directed to expend a sum of Two Hun-
dred Thousand Dollars ($200, 000. 00) a year for the fiscal
year of 1944 and 1945, or as much thereof as may be neces-
sary for the purposes of this Act, from the Reconstruction
