liver such license at any time after the application there-
for, but such order shall not be signed unless one or both
of the contracting parties are bona fide residents of Mary-
land, except where one of the contracting parties is a mem-
ber of the armed forces of the United States. It shall be
unlawful for the clerks of any of the courts aforesaid to
make public the fact of an application for a marriage li-
cense until such license shall have been issued.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and, having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 719.
(Senate Bill 282)

AN ACT to repeal and re-enact, with amendments, Section
101 of Article 52 of the Annotated Code of Maryland
(1939 Edition), title "Justices of the Peace, " sub-title
"Trial Magistrates System, " relating to the compensa-
tion of constables in Allegany County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 101 of Article 52 of the Annotated
Code of Maryland (1939 Edition), title "Justices of the
Peace, " sub-title "Trial - Magistrates System, " be and it
is hereby repealed and re-enacted, with amendments, to
read as follows:

101. (Salaried Constables. ) One constable at large
may be appointed by the County Commissioners of the
several counties for each trial magistrate, and each of said
constables at large shall receive, in lieu of fees in
civil and criminal cases, an annual salary of $600. 00;
but in Allegany County, the County Commissioners shall
appoint three constables at large for two trial magistrates
who sit for the trial of cases in the City of Cumberland;
one of said constables shall receive an annual salary of not
less than eighteen hundred dollars ($1, 800. 00) and
two shall receive an annual salary of not less than
