108 LAWS OF MARYLAND. [CH. 118

Code of Maryland, 1939 Edition, title "Elections, " sub-
title "Voting Machines, " Sub-section "Montgomery
County, " providing for the duties of election officials,
and relating to the period during which voting machines
shall remain locked and sealed after elections, and for
examination and inspection thereof, and fixing penalties,
for violations.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 287, 288, 289 and 293 of Article
33 of the Annotated Code of Maryland, 1939 Edition, title
"Elections, " sub-title "Voting Machines, " sub-section
"Montgomery County, " be and they are hereby repealed
and re-enacted with amendments and all to read as follows:

287. DUTIES OF ELECTION OFFICIALS. The
judges of election appointed for polling places in Mont-
gomery County wherein voting machines may be in-
stalled shall meet at their respective polls on election
day at least one-half hour before the opening of the
polls, and shall then inspect the equipment furnished,
and if at least two judges of election of opposite party
affiliation are present, they shall open the envelope con-
taining the keys to each voting machine and shall unlock
the counter compartment and ascertain whether the tabu-
lating devices are all set at zero (000), and whether the
numbered seal on the operating lever is unbroken, and that
the number thereon is identical with the number certified
on the envelope containing the said keys. They shall also
compare the number appearing on the dials of the exposed
counter designed to register every consecutive operation
of the machine, with the reading thereof noted on the said
envelope containing said keys. They shall inspect the face
of the machine to make sure that the proper ballot labels
are in the proper places, and that the machine is other-
wise ready for use. If after such inspection the said
judges shall find the machine to be in proper order, they
shall sign a certificate to that effect, which shall be re-
turned to the Supervisors of Elections with other equip-
ment; and after signing such certificate they shall remove
the metal seal on the operating lever at the time set for
the opening of the polls, and said lever shall then be
operated only by duly qualified voters for the pur-
pose of registering their respective votes. One of the
judges of Election shall issue to each voter found upon
the registers to be qualified, an official voter's certificate
on a form provided by the Board of Supervisors of Elec-
tions, whereon said judge shall enter a number cor-
responding with said voter's number on the poll book,
