the name of the voter, and the original signature or
initials of said judge, written in ink. At the same time
the other judge of election shall enter on the poll
book the number and name of the voter to whom such
voter's certificate was issued. The two judges of election
not in charge of the registers shall be in charge of the
operation of the voting machines, and they shall permit no
one to register a vote upon any voting machine unless the
voter applying to them shall produce and surrender to them
or one of them an official voter's certificate duly signed or
initialed by the judge; and in the event any voter
shall leave the voting machine booth without registering
a vote the judge holding such voter's certificate shall en-
dorse a memorandum of that fact on the certificate of such
voter, and sign his name; and at the close of the polls the
judges in charge of the voting machines shall account for
all certificates surrendered to them, to be returned to the
Board of Supervisors of Elections wrapped and sealed in
a package marked "Surrendered Voters' Certificates, "
bearing the signatures of the judges. The unused and
spoiled voters' certificates shall be wrapped and sealed in a
separate package, marked "Unused and Spoiled Voters'
Certificates, " bearing the signatures of the judges; and
likewise returned to the said Board with other election
equipment.

288. After the time provided for the closing of the
polls, and after all qualified voters then within the polling
places have had an opportunity to register their respective
votes, the judges of election serving in polling places in
Montgomery County wherein voting machines may be in-
stalled shall seal the operating lever of each voting ma-
chine against further operation, with the numbered me-
tallic seal provided for that purpose, and they shall then
unlock and open the door covering the dials in the
presence of all the judges and such duly accredited
watchers ^ and challengers who may lawfully be within
such polling place, giving full view of the numbers reg-
istered on the tabulating devices or dials of each machine.
The two judges shall each take a duplicate form of
statement of votes cast and shall enter thereon the serial
number of the voting machine and the result of the voting
as the same shall be read in a distinct and loud voice, In
the order of the offices or questions as they appear on the
ballot labels, by two judges of election of opposite party
affiliation to each other, who shall in each case announce
the designating number and letter, if any, on each set of
dials or tabulators, and the figures registered on each dial.
