States in connection with National Defense or in any
war, whether such Act or Acts of Assembly are now exist-
ing or may hereafter be passed.
(h) The purposes above mentioned shall be liberally
construed, and any and all expenditures which can fairly
be said to be desirable or appropriate to effectuate any
of them, and to carry out the objects of this Act, are
authorized to be made out of any appropriation in the
budget for National or State Defense, up to two hundred
and fifty thousand dollars.
SEC. 2. And be it further enacted. That Chapter 24 of
the Acts of the Extraordinary Session of 1917, be, and
the same is hereby repealed.
SEC. 3. And be it further enacted, That if any provi-
sion of this Act, or the application of such provision to
any person or circumstance is held invalid, the remainder
of the Act and the application of such provision to other
persons or circumstances shall not be affected thereby.
SEC. 4. And be it further enacted That all other Acts
and parts of Acts inconsistent herewith be, and the same
are hereby repealed to the extent of such inconsistency.
SEC. 5. And be it further enacted, That this Act shall
remain in force until May 15th, 1945; provided, that should
the United States be then engaged in a war, this Act shall
remain in force until such war is terminated by a treaty
of peace proclaimed by the President and for six months
thereafter.
SEC. 6. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and having been passed upon by a yea and nay
vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

Maryland (1930 Edition), title "Worcester County", sub-
