130-H. The Council, with the approval of the Gov-
ernor, is hereby authorized to expend from any funds
appropriated to it for the following purposes:

(a) For the purpose of mobilizing, equipping, com-
pensating, transporting, supplying and maintaining in any
and every way, within this State, such portions of the
National Guard or Naval Militia as may have been or may
hereafter be called into active service by this State and
may not be mustered into and engaged in the active ser-
vice of the United States.

(b) For the purpose of meeting such expenses and
disbursements of the Council as may be lawfully author-
ized and incurred.

(c) For the purpose of meeting the expenses and dis-
bursements incident to the organization, training, equip-
ment, arming, ammunitioning and maintaining of the
Maryland State Guard.

(d) For the purpose of making any payments to be
advanced by the State to persons not regularly and con-
tinuously employed, who may 'be assigned to work in ac-
cordance with the provisions of Chapter 33 of the Extra-
ordinary Session of the General Assembly of Maryland
of 1917.

(e) For the purpose of meeting all expenses incident
to any registration of persons not regularly and continu-
ously employed under the provisions of said Chapter 33
of the Acts of the Extraordinary Session of 1917, which
the Governor may be authorized to make and may make.

(f) For the purpose of permitting or aiding in any
way whatsoever in the conservation, production or regu-
lation of agricultural, food or dairy products or supplies,
with authority to make such payments to or in connection
with such existing boards, commissions or other agencies
or instrumentalities, State or National, or otherwise, as
may be expedient.

(g) For any and all such other purposes not specific-
ally enumerated herein as may be deemed necessary and
proper, in the discretion of the said Council, by and with
the sanction and approval of the Governor, for the defense
of the State, the safety of its people, and the protection
of property, and to aid the State or the United States in
the present National Defense Program or in some future
program, or in the event of war; and also for the purpose
of carrying into effect provisions of any Act or Acts of
Assembly, which are not herein specifically mentioned,
but which may be intended or may be restored to for the*
defense of the State, or the safeguarding of its people
and property, or otherwise aiding the State or the United
