said funds all architects, builders or others persons; pro-
vided, however, that the plans for said buildings and work
shall be subject to the approval of the State Superintend-
ant of Schools as provided by Section 30 of Article 77 of
the Annotated Code of Maryland (1939 Edition). No
monies shall be paid out on account of any of said con-
tracts or work until the same shall have been submitted
to and approved by the said Building Committee.

SEC. 6. And be it further enacted, That for the purpose
of paying the interest on said bonds and redeeming said
bonds as they mature, the County Commissioners of Queen
Anne's County shall levy for the year 1941 and annually
thereafter until all of said bonds issued under the author-
ity of this Act shall have matured and been redeemed, a
tax upon the assessable property of Queen Anne's County
sufficient to pay the said annual interest on said bonds
outstanding and to redeem said bonds as they mature and
become due.

SEC. 7. And be it further enacted, That this Act is
hereby declared to be an emergency law, necessary for the
immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 69.

(Senate Bill 215)

AN ACT to authorize the County Commissioners of Queen
Anne's County to borrow upon the faith and credit of
Queen Anne's County Thirty Thousand Dollars
($30, 000), and to issue coupon bonds therefor, the pro-
ceeds thereof to be used for the construction of an audi-
torium to the Church Hill High School, and to provide
for the levying of taxes for the payment of the interest
on and principal of said bonds.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That, for the purpose of constructing an audi-
torium to the Church Hill High School, the County Com-
missioners of Queen Anne's County are hereby authorized
