10. Every person, firm or corporation engaged in the
business of packing or dealing in any of the foregoing
seafoods shall keep accurate books, statements and ac-
counts showing all the details of said business; and all
such books, statements and accounts shall be open to in-
spection at all reasonable hours, by the duly authorized
agents of the Commission. Every person, firm or corpo-
ration engaged in the business of packing or dealing in
any of the foregoing seafoods, and every person licensed
by the Commission to take or catch the same, shall make
such reports as may be required from time to time by the
Commission, on forms prescribed by it.

11. Any person, firm or corporation violating any of
the provisions of this sub-title shall be guilty of a mis-
demeanor, and upon conviction thereof shall ba fined not
less than $10. 00 nor more than $500. 00. All monies aris-
ing from fines collected under this section shall be remitted
to the Comptroller for credit to the Conservation Fund.

SEC. 4. And be it further enacted, That Section 42 of
Article 19 of the Annotated Code of Maryland (1939 Edi-
tion), title "State Auditor", be and the same is hereby
repealed, and the office of Assistant State Auditor, known
as the Seafood Auditor, be and the same is hereby abol-
ished; but the Assistant State Auditor holding such office
upon the effective date of this Act shall be continued upon
the payroll of the Commission of Tidewater Fisheries and
classified under the Merit System law, without any qual-
ifying or other examination. All of the other personnel of
the Conservation Commission shall be transferred to the
Department of Tidewater Fisheries and retain their merit
system status.

SEC. 5. And be it further enacted, That a new sub-title
and a new Section be added to Article 19A of the Anno-
tated Code of Maryland (1939 Edition), said new sub-title
to be known as "Department of Game and Inland Fish",
and said new Section to be known as Section 12, to follow
after Section 11, and to read as follows:

DEPARTMENT OF GAME AND INLAND FISH

12. The Game and Inland Fish Commission is hereby
created with the personnel powers and duties of the present
Maryland State Game and Inland Fish Commission, as now
constituted under Article 99 of the Code. Wherever in the
Code the name Maryland State Game and Inland Fish
Commission occurs, the name Game and Inland Fish
Commission shall be substituted.
