which such vacancy occurs. The members shall receive no
compensation for their services, but shall be reimbursed
for necessary travelling expenses and disbursements in-
curred in attending meetings or performing other official
duties. The Board shall be required to meet at least once
every two months, and special meetings may be called by
the Chairman or upon the written request of five members
of the Board. A majority of the members shall constitute
a, quorum.
3. The Board shall discuss the problems of
conservation, departmental, State or Federal, act
as a clearing house for constructive suggestions
and recommendations, deal with such conservation mat-
ters, complaints, suggestions or proposals as can be handled
more satisfactorily by the Board than by the several
departments represented upon said Board, and review
the work of each such department. The Board shall annu-
ally submit to the Governor a comprehensive printed
report covering the activities, accomplishments and recom-
mendations of the several departments represented upon
said Board. Such report shall also include pertinent infor-
mation on finance and budgets. The Board shall maintain
its office at such central location as the Board of Public
Works may direct, so that each of the Departments repre-
sented upon the Board may have access to the records of
the other departments.
4. The Board shall appoint in accordance with the pro-
visions of the Merit System law an Executive Secretary
and such other employees as it deems necessary, who shall
receive such compensation as may be provided in the
Budget. The Executive Secretary shall be a person with
executive ability and experience and with knowledge of
the general principles involved in the conservation, devel-
opment and restoration of the natural resources of the
State and shall receive compensation not exceeding $3, 000
per year.
The Board shall issue its literature, advertising and other
media as to the natural advantages and resources of the
State through the Maryland Publicity Commission. The
employees of the Maryland Publicity Commission, subject
to classification and qualifying, but not competitive, ex-
amination, shall be placed under the provisions of the Merit
System law and receive such compensation as may be pro-
vided in the State Budget.
SEC. 3. And be it further enacted, That a new sub-title
and seven new Sections be and they are hereby enacted, to
