all real and personal property in the town, based upon the
State and County assessments, and to collect the same in the
manner provided in the Charter of said town.

SEC. 2. And be it further enacted, That this Act shall not
become effective unless and until at a general election to be
held in the Town of Fairmount Heights on the first Monday
in May, 1941, which election shall be conducted in all respects
as regular elections in the Town of Fairmount Heights are
conducted, there shall be cast a majority of votes in favor of
this Act. That at said election the question of the approval
or disapproval of the provisions of this Act shall be submitted
to the qualified voters of said Town of Fairmount Heights,
as follows: That on the ballots provided by the Mayor and
Common Council at said election there shall be printed the
words, "For 25 cent maximum tax rate" and "Against 25 cent
maximum tax rate", with a square after said words, in each
case, for the (X) mark of the voter, and the voter may vote
thereon by an (X) mark after his choice, and if there be a
majority of votes cast in favor of the 25 cent maximum tax
rate, then this Act and the provisions hereof shall go into
effect immediately, but if there be a majority of votes cast
against the 25 cent maximum tax rate, then this Act shall be
null and void.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Sub-section
29 of Section 7 of Article 81 of the Annotated Code of Mary-
land (1939 Edition), title "Revenue and Taxes", sub-title
"Ordinary Taxes", sub-heading "What Shall Be Taxed and
Where", relating to the exemption from taxation of certain
property of certain cooperative associations.
