in December preceding any year in which an election
is to be held in said city under the Charter thereof,
elect two persons of opposite political faith in each pre-
cinct to act as officers of registration, who shall sit as offi-
cers of registration at the usual polling places in each pre-
cinct on the second Tuesday in January in the year of said
election from the hours of 8 A. M. to 8 P. M. and ten
days' public notice of such sitting shall be given by the
City Clerk by advertisement in at least two of the daily
newspapers of said City.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 3.
(House Bill 6)
AN ACT to repeal Sections 34 to 39, inclusive, of Article 56
of the Annotated Code of Maryland (1939 Edition), title
"Licenses", sub-title "Shipping Brokers".
WHEREAS, the provisions relating to the licensing of ship-
ping brokers are obsolete and no longer applicable; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 34 to 39, inclusive, of Article 56 of the
Annotated Code of Maryland (1939 Edition), title "Licenses",
sub-title "Shipping Brokers", be and the same are hereby
repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1941.
