508. Any person found guilty of violating any provisions
of Sections 498 to 507, both inclusive, of this sub-title, or any
rule or regulation issued pursuant thereto shall be subject to a
fine, in the discretion of the court, of not to exceed f 100. 00 for
each and every such offense, and each and every such violation
shall constitute a separate offense, and a repetition of such
offense may be enjoined by appropriate proceedings in the
courts of this State. It shall be the duty of the State's
Attorney of each and every county of this State and the City
of Baltimore, upon application by the health authority, to
prosecute in the court having jurisdiction of the offense, all
persons charged with the violation of any of the provisions of
Sections 498 to 507, both inclusive, of this sub-title, and where
appropriate, to institute proceedings in court to enjoin further
such violations.

509. Every person who is engaged in any business in the
conduct of which such person buys or receives milk or cream
from the producer thereof shall, irrespective of the method of
payment or settlement therefor, be required to hold a separate
permit to be issued by the University of Maryland for each
place where such milk or cream is weighed, measured or
tested, irrespective of whether or not such person also holds
or is required to hold a permit under Section 498 of this sub-
title. Each such permit shall be issued upon an application
made upon a form to be prepared by said University, on
which, in addition to all other information which may be
required by such University, such applicant shall state under
oath the daily average amount of milk or its. equivalent in
cream purchased and/or received by such person at each such
place where the same was weighed, measured or tested for its
butter fat content during the 12 months immediately preced-
ing such application; or if such person was not so engaged for
such period, then for such portion of such period during
which such person was so engaged; and if such person was
not so engaged during any portion of such period, then such
person shall state under oath on his application the daily
average amount of milk or its equivalent in cream which such
person expects or believes he will purchase and/or receive
during the calendar year for which such permit is applied
for at each place where he expects to so weigh, measure or
test for its butter fat content such milk or cream; provided,
however, that any person who, on the day when this Act takes
effect, holds a valid permit issued by the said University
under the provisions of Section 497 of this sub-title as the
same was prior to the taking effect of this Act, shall not be
required to take out a permit for the same premises under the
