SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1941.

(House Bill 384)
AN ACT to repeal and re-enact, with amendments, Sections
15, 16 and 17 of Article 64A of the Annotated Code of Mary-
land (1939 Edition), title "Merit System", abolishing the
Board appointed by said Section 15 and creating a new
Board in its place, and prescribing certain of the duties and
functions of said new Board.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 15, 16 and 17 of Article 64A of the Anno-
tated Code of Maryland (1939 Edition), title "Merit System",
be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:
15. There is hereby created a Board to be known as the
State Employees Standard Salary Board to consist of ten (10)
members. One member of said Board shall be the Director of
the Budget, one member shall be the Commissioner of State
Employment and Registration; one member shall be the Chief
Deputy Comptroller; and four members shall be persons who
are not employees of the State, or of any subdivision thereof,
who are familiar with industrial and commercial employment
and pay policies in the State, and who shall be appointed by
the Governor for a six (6) year term.
16. After consultation with appointing authorities, the
State Employees Standard Salary Board shall prepare and
recommend to the Governor a pay plan for all classes of posi-
tions in both the Classified and Unclassified Service to the end
that all positions in such services involving comparable
duties, experience, responsibilities and authority shall be
paid in accordance with the standard salary schedule. In
establishing rates of pay, the State Employees Standard
Salary Board shall give consideration to experience, the
prevailing rates of pay for the services performed, and for
comparable services in public and private employment, living
costs, maintenance or other benefits received by employees, and
