cept as hereinafter provided. All dwellings and improvements
other than those above described and the land upon which
they are erected and the curtilage, yard and garden used in
connection therewith shall be liable to assessment and taxa-
tion. Whenever any land now used exclusively for agricul-
tural and grazing purposes has been or may hereafter be
platted into building lots then all such lots so platted shall
be liable to assessment and taxation. The provisions herein
contained in reference to assessment and taxation shall pre-
vail over anything to the contrary notwithstanding contained
in Section 197 of this Article, as the same was repealed and
re-enacted by Chapter 550 of the Acts of the General Assembly
of Maryland of 1939.

SEC. 2. Andt be it further enacted, That this Act shall take
effect June 1, 1941.

CHAPTER 377.
(House Bill 582)

AN ACT to repeal the sub-title "Clerks and Registers Retire-
ment Board", and Sections 84 to 87, inclusive, of Article 17
of the Annotated Code of Maryland (1939 Edition), title
"Clerks of Court", and to repeal the sub-title "Penal Insti-
tutions—Pensions", and to repeal Sections 793 to 797, in-
clusive, of Article 27 of said Code, title "Crimes and Punish-
ments", and to repeal Sections 1 to 4, inclusive, of Article
73B of said Code, title "Pensions" and to add 14 new sec-
tions to said Article 73B establishing a State Employes'
System, providing for the creation of a Board of Trustees to
manage and operate said system, and providing for contri-
butions from employees and appropriations by the State of
Maryland for the operation and maintenance of said system.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sub-title "Clerks and Registers Retirement
Board", that Sections 84 to 87, inclusive, of Article 17 of the
Annotated Code of Maryland (1939 Edition), title "Clerks of
Court", and the sub-title "Penal Institutions—Pensions", and
Sections 793 to 797, inclusive, of Article 27 of the said Code,
title "Crimes and Punishments", and Sections 1 to 4, inclu-
sive, of Article 73B of the said Code, title "Pensions" be and
the same are hereby repealed and 14 new sections be hereby
