the United States and at least 21 years of age, for the oper-
ation of stands in all State, county and municipal buildings*,,
including buildings located in public parks, playgrounds and
other recreational centers, for the vending of newspapers,,
periodicals, confections, tobacco products and any other ar-
ticles, except alcoholic beverages. The construction of said
vending stands and the location thereof shall be such as meets
the approval of the custodian having charge of the building:
in which the vending stand is to be located, but such vending
stands shall be permitted to be installed in all of the public
buildings hereinbefore mentioned wherever physically prac-
ticable, but under no circumstance shall any such vending
stands be permitted to be installed which would in any way
be in competition with any stands or concessions already in
operation and with the further provision that the burden of
establishing the physical practicability for the reasonable
public necessity and convenience of such stands shall rest
upon the applicant for the desired privilege. The Maryland
Workship for the Blind shall have full supervision and con-
trol over the operation of said vending stands and shall, with-
in its discretion, have full power as to who shall be placed in*
charge of each stand and may, when it deems proper, provide
the equipment for said stand as well as an adequate initial
stock of suitable articles to be vended therefrom.

Any section, or any part of any section, of the Public Local
or Public General Laws of this State inconsistent with this
section are hereby repealed to the extent of such inconsistency..

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

CHAPTER 369.
(House Bill 151)

AN ACT to repeal and re-enact, with amendments, Section 14
of Article 33 of the Annotated Code of Maryland (1939 Edi-
tion), title "Elections", sub-title "Judges and Clerks of
Election", relating to lighting facilities in certain election
booths.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 14 of Article 33 of the Annotated Code of
Maryland (1939 Edition), title "Elections", sub-title "Judges
and Clerks of Election", be, and it is hereby repealed and re-
enacted, with amendments, to read as follows:
