of 1935, said new section to be known as Section 7A and
to read as follows:

7A. The said Upper Potomac River Commission and
the State Department of Forestry are hereby authorized to
enter into an agreement for the conveyance or lease of all
or such part of the lands which said Commission has ac-
quired or may hereafter acquire above the 1483. 5 contour
level by said Commission to the State Department of For-
estry. The said agreement may provide that the prop-
erty so conveyed or leased shall be planted in trees by the
State Department of Forestry where necessary and that
said lands shall be maintained in a forest cover for the
protection of the water shed. The said agreement shall
provide, however, that the Commission shall have in per-
petuity, through its agents and servants, the right of in-
gress and egress over and upon said lands for the purpose?
of inspection and maintenance of the aforesaid Savage
River Dam..

The said Upper Potomac River Commission and the said
State Department of Forestry shall have the power, by
agreement, to prescribe the rights, duties, obligations,
privileges and powers of each of said contracting parties
as to the lands so conveyed or leased, and the right of ac-
cess to or over the lands not conveyed or leased belonging
to or under the control of either of said contracting
parties.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
