377A. The County Commissioners of Anne Arundel County
are hereby authorized and empowered to issue licenses for any
carnival, circus, show, amusement ride, amusement device
operated in said County and to prescribe the fees therefor,
whenever any such carnival, circus, show, or amusement de-
vice is not otherwise licensed for operation therein, or specifi-
cally prohibited from being operated therein, by the Public
General or Public Local Laws of Maryland.

None of the provisions of this section nor any of the powers
granted to the County Commissioners hereunder shall apply
to the Sixth (6th) District of Anne Arundel County, nor shall
any money collected hereunder be expended for the benefit of
the Sixth (6th) District of Anne Arundel County.

Any person, firm, company, corporation, or officer, manager or
employee thereof, operating or permitting the operation of any
carnival, circus, show, or amusement device in Anne Arundel
County, without having first secured a license therefor as
provided herein, shall be guilty of a misdemeanor, and upon
conviction thereof be subject to a fine of not less than Ten Dol-
lars ($10. 00) or more than Five Hundred Dollars ($500. 00).
Every act or omission designated as a misdemeanor herein
shall be punishable by any Trial Magistrate of Anne Arundel
County or by the Circuit Court of Anne Arundel County.

The Police of Anne Arundel County shall inspect every
place for which a license is required hereunder, and where it
shall be found that any such place is operating without hav-
ing secured such license, the Police shall cause a warrant to
be issued for the arrest of the owner, operator, manager, pro-
prietor or custodian thereof.

377B. All licenses authorized hereunder shall be issued
by the Clerk of the Circuit Court of Anne Arundel County,
and such license tags or receipts issued therefor, as shall be
supplied the said Clerk by the County Commissioners of Anne
Arundel County. The Clerk of the Circuit Court of Anne
Arundel County shall be entitled to charge a fee for the issu-
ance of each such license issued, which fee shall be based on
the actual cost of services rendered by said Clerk in the issu-
ance of said license. The Clerk of the Circuit Court of Anne
Arundel County shall pay over to the County Commissioners
of Anne Arundel County all money received for licenses here-
under, except, however, the fee charged by said Clerk for his
services in issuing said license.

377C. All money received by the County Commissioners of
Anne Arundel County hereunder, shall be expended for the
following purpose and in accordance with the following stipu-
lations and for no other purpose whatsoever:
