gutters and sidewalks of said Town, fix the width thereof
and prescribe the material of which they shall be constructed;
to cause the sidewalks along the public streets to be graded,
paved, repaved or improved and may assess the cost and ex-
pense on any part thereof to the owners of the abutting prop-
erty; to cause all unsightly or unsanitary objects or materials
whatsoever, whether vegetable, animal or mineral, to be re-
moved from any property within the limits of the Town of
Bel Air and the judgment of the Commissioners shall be final
as to whether or not such objects are objectionable, unsightly
or unsanitary. The costs of such removal, in case the work
is done by order of the Town Commissioners, shall be a
lien on such property and recoverable by action of law,
or in the manner provided by law for the collection of
delinquent general taxes of the Town, and to that end
have such cost added to the next annual tax bill of the owner
of such property; to compel, by fines or otherwise, the owners
of properties abutting on any street, road or alley in said
Town to grade, pave or repave the sidewalks, or set curbs in
front thereof, agreeable to ordinances which have or may here-
after be passed; to cause drains and sewers to be laid, paved,
kept in repair and cleaned; to purchase, lease, accept or re-
ceive such real and personal property as may be necessary
or proper for municipal purposes, and to control, dispose of
and convey the same for the benefit of the Town; to erect and
maintain or rent such buildings for municipal purposes as
they may deem necessary and proper; to construct and main-
tain public works for supplying the Town with artificial light,
water or other purposes which they may deem necessary,
proper and beneficial for said Town; to cause the public
streets and public buildings to be lighted, supplied with water
or other conveniences, as they may deem necessary and proper;
to establish and regulate a fire department and provide such
means, engines, apparatus, measures or materials for the pre-
vention or extinguishment of fires as they may deem necessary;
to permit and control the laying of gas or water pipes in the
public streets, and to construct, maintain and license, and
permit the construction and maintenance of telegraph,
telephone and electric lines therein, and they shall impose
such restrictions and conditions upon the location and
maintenance of telephone, telegraph, gas, electric lights
and waterworks, pipes, wires, poles and railroad or trol-
ley tracks as shall cause the least possible public or private
inconvenience, and they shall provide for the enforcement of
such restriction and conditions; to license, for the purpose of
regulation and revenue, all and every kind of business trans-
acted or carried on in the Town, and to fix the rate of license
upon the same, and provide for the collection thereof by suit
