County, Maryland, together with the Board of Education
of Kent County, Maryland, L. Bates Russell, Mrs. Jennie
B. Whaland and Herbert A. Urie, and their successors in
office, be and they are hereby created and constituted the
"Kent County School Building Commission" for the pur-
pose of carrying into effect the provisions of this Act relat-
ing to the purchase of additional land, the construction
and equipment of said school buildings at or near Chester-
town, Kent County, Maryland, and the equipment of junior
high schools at Rock Hall and at Galena, with all power
and discretion hereinmentioned.
That John W. Mays, Catherin Gillam and James E.
Frazier, Trustees of the Garnett School of Chestertown,
Kent County, Maryland, and their successors in office, be
and they are hereby created and constituted additional
members of the above named "Kent County School Building
Commission" for the construction and equipment of the
junior-senior high school for colored youths at or near
Chestertown, Kent County, Maryland.
SEC. 7. And be it further enacted, That the Board of
Education of Kent County, Maryland, are hereby author-
ized and directed to fill by appointment any vacancy which
may occur in the membership of said Commission.
SEC. 8. And be it further enacted, That immediately
upon the sale of the bonds provided for by this Act the
aforesaid Commission shall proceed to secure necessary
land for the respective school buildings; and shall proceed
to secure proper plans for said buildings; and after the
securement and adoption of proper plans and specifications
approved by the State Superintendent of Public Schools
for the State of Maryland, which shall be left with the
County Superintendent of Schools, in the office of the Board
of Education, Kent County, Maryland, lor public inspec-
tion, said Commission shall advertise as it shall deem nec-
essary in one or more newspapers, for bids for the con-
struction of said school buildings and shall award the
respective contracts to the lowest responsible bidder, who
will enter into contract and execute a sufficient bond with
approved security for the erection and completion of said
school buildings, said Commission, however, to have full
power in its discretion to reject any and all bids, and to
advertise for other bids, or to construct said buildings
under its own supervision and control.
SEC. 9. And be it further enacted, That the Commission
mentioned in this Act shall have the power to have con-
demned such quantity of land as they may deem necessary
