whole amount of the bonds offered for sale, such bonds shall
be awarded to such responsible bidders bidding the same
price in a ratable proportion; and if any of said bonds so
offered for sale are not bid for or if any insufficient price be
bid for them, they may subsequently be disposed of under
the direction of said County Commissioners, or a majority
of them, at a private sale upon the best terms they can
obtain for the same; and provided further that said County
Commissioners in their discretion shall have the right to
reject any and all bids and to advertise for other bids.

SEC. 4. And be it further enacted, That the actual pro-
ceeds from the sale of said bonds shall be used exclusively
for the following purposes, to wit:

A. For the payment of the cost of engraving or print-
ing of said bonds, and for the payment of the cost of adver-
tising authorized by this Act and all other incidental ex-
penses in connection with the issuance of said bonds.

B. The remainder of the proceeds from the sale of said
bonds shall be paid over to the Commission, hereinafter
named, and to be known as "Kent County School Building
Commission", and deposited by them or by the treasurer
selected by them from the membership of said Commission
in equal amounts in the five banks in Kent County. The
money shall be used by said Commission exclusively for the
purchase of additional land, the construction and equipment
of a junior-senior high school for white youths of Kent
County at or near Chestertown and the equipment of a
junior high school at Rock Hall and at Galena and for the
building and equipment of a junior-senior high school for
colored youths of Kent County at or near Chestertown.

The Treasurer selected by said Commission shall give
; such surety bond as the said Commission shall deem suffi-
cient, the premium on said bond to be paid as a part of
the expenses of said Commission.

SEC. 5. And be it further enacted, That the Board of
County Commissioners of Kent County shall in each and
every year levy upon the assessable property in Kent
County such sums of money as may be necessary to pay the
interest on said bonds as said interest may be due and also
to levy such sums in addition thereto as may be required
to pay or redeem said bonds as the same may mature from
time to time until all of said bonds shall have been paid.

SEC. 6. And be it further enacted, That Thomas W.
Eliason, E. Clarke Fontaine, J. Thomas Kibler, James D.
McVean, Louis C. Robinson, Charles N. Satterfield, Marion
deK. Smith, Jr., Frederick G. Usilton, citizens of Kent
