be prescribed from time to time by the County Commission-
ers for the faithful performance of the duties of their office,
the premium on said bond to be paid by the Board from the
gross receipts derived from the operation of said Dispen-
saries. The Board shall immediately upon their appoint-
ment organize and elect its Chairman and Secretary-Treas-
urer. The members of said Board shall receive a salary of
Seven hundred and fifty dollars ($750. 00) per annum, one-
half of said salaries to be paid from the gross proceeds de-
rived from the operation of said dispensaries. The Board
shall hold at least fifty meetings each year. The counsel for
the County Commissioners of Harford County shall act as
legal counsel for said Board. Said Board shall also be
known as the Board of License Commissioners of Harford
County, upon which shall devolve all the duties and rights
as outlined in other sections of this Article.

The Board shall have power and authority to establish
and maintain in Aberdeen, Bel Air and Havre de Grace
stores to be known as "Liquor Dispensaries" for the sale
of any sparkling or fortified wine and any other alco-
holic beverages containing more than ten per centum
(10%) of alcohol by volume, in sealed packages or con-
tainers, which packages or containers shall not be opened
nor their contents consumed upon the premises where said
dispensaries are located.

The building in which any dispensary is located must
have a glass front opening on a public street and must be
so arranged that the interior thereof is at all times subject
to the view of persons passing along the street in front
thereof. No chairs or tables shall be permitted in front of
the counter of any dispensary and no loitering or loafing
shall be permitted in or near any such dispensary. No
dispensary shall be operated nearer than five hundred feet
(500) to any church or one thousand feet (1000) to any
public or private school. Said dispensaries shall not be
open on Sundays and on week days shall be open from 9
A. M. to 9 P. M., or for such shorter period as the Board
may determine. No alcoholic beverages shall be sold in
any dispensary to any person under twenty-one years of
age, to anyone who is a habitual drunkard, or to anyone
who is under the influence of liquor.

For the purpose of operating the said dispensaries, the
said Liquor Control Board is authorized to borrow money
from time to time upon the credit of said Board from any
Bank, other institution or individual, provided, however,
that the aggregate sum borrowed by the Liquor Control
Board shall at no time exceed the sum of Ten thousand dol-
lars ($10, 000. 00), which shall be obtained at the lowest rate
