of interest possible and shall be repaid, together with the
interest thereon, out of the receipts from sales made by the
said Liquor Dispensaries.
SEC. 2. And be it further enacted, That Sections 480,
48P and 48Q of Article 2B of the Annotated Code of Mary-
land (1939 Edition), entitled "Alcoholic Beverages", be
and the same are hereby repealed.
SEC. 3. And be it further enacted, That the provisions
of Sections 414 to 421 inclusive, of Article 13 of the Code
of Public Local Laws of Maryland, titled "Harford Coun-
ty", sub-title "Liquor and Intoxicating Drinks", are re-
pealed insofar as the same are inconsistent with the pro-
visions of this Act.
SEC. 4. And be it further enacted, That this Act is
hereby declared to ba an emergency law and necessary for
the immediate preservation for the public health and
safety and having been passed upon by an aye and nay
vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

(Senate Bill 292)
AN ACT to repeal Sections 39 to 84, inclusive, and Sections
112 to 136, inclusive, of Article 25 of the Annotated
Code of Maryland (1939 Edition), title "County Com-
missioners", sub-title "Drainage Lands", and to enact in
lieu thereof, 42 new sections to be known as Sections 39
to 80, inclusive, and to follow immediately after Section
38 of said Article, authorizing the County Commission-
ers of the several Counties to provide for the drainage
of swamps or lowlands by establishing Public Drainage
Associations, and prescribing the duties and functions
of said associations.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 39 to 84, inclusive, and Sections
112 to 136, inclusive, of Article 25 of the Annotated Code
of Maryland (1939 Edition), title "County Commission-
ers", sub-title, "Drainage Lands", be and they are bby
