January succeeding the levy that is provided for by Sec-
tion 98 of this subtitle for the final settlement with the
State Treasurer, and he shall receive from the bank
or banks a certificate of deposit for each deposit to
the credit of the County Commissioners, which he shall
deliver to said County Commissioners at their next regu-
lar meeting, for which said Commissioners shall give to
said Treasurer a proper receipt or voucher; and said
money shall be drawn from said bank or banks only upon
the check of the County Commissioners, countersigned by
the Treasurer, in payment of debts and accounts duly ap-
proved and passed by the said County Commissioners, and
by them ordered to be paid.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1941.

CHAPTER 20.

(Senate Bill 94)

AN ACT to repeal and re-enact, with amendments, Sec-
tions 161 and 163 of Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll
County", sub-title "Manchester", changing the day and
the hours for the annual municipal election in said town
and the beginning of the term of office of the Mayor and
Common Council thereof, and declaring this Act an
emergency law.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 161 and 163 of Article 7 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Carroll County", sub-title "Manchester", be and they
are hereby repealed and re-enacted, with amendments, to
read as follows:

161. The government of the town shall be vested in and
enforced by a Mayor and Common Council of five mem-
bers, who shall be elected by the citizens, male and female,
of the town qualified to vote for delegates to the General
Assembly. The Mayor and each councilman shall be at
least twenty-five years of age, and each shall have been a
resident of said town for at least twelve months next pre-
ceding such election, and the Mayor and each Councilman,
