or the wife of each Councilman, shall be the owner of real
estate or leasehold property in said town and a taxpayer
in said town on an assessment of at least five hundred
dollars. At the election to be held in April, 1925, the Mayor
and two members of the Council receiving the highest num-
ber of votes shall hold office for the period of two years;
the three other members of the Council holding for one
year; and if at this election there shall be a tie between
more than two candidates with the highest number of votes,
the ones to hold office for two years shall be publicly deter-
mined by lot, after due notice to the parties interested by
the Judges of Election. At the election to be held in April,

1926. there shall be three members of the Council elected
for a period of two years, and at the election in the year

1927. the Mayor, with two members of the Council, shall
be elected for two years, and so alternately from year to
year thereafter; said election shall be held annually on the
last Monday of March, at such place as shall be designated
by the Mayor and Common Council, between the hours of
four o'clock and eight o'clock P. M.

163. The judges and clerk of election shall notify the
persons elected of their election, and the persons so elected
shall severally hold their respective offices from the first
day of April in each and every year next ensuing the elec-
tion, for and during the term of two years (except the
three members of the Council to be elected in April, 1925,
who shall hold for one year), and until their successors
shall be duly elected and qualified.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
